    The reason for the next media publications about the crisis in the housing and communal services sector of military towns was the bringing to justice of the management companies of the Russian Ministry of Defense in the Khabarovsk Territory. Employees of the military prosecutor's office secured the resumption of gas supply to the military town in the village of Knyaze-Volkonskoye-1. The service was not provided to its residents for more than six months.

    There was no gas in the residential buildings of the military town in the Khabarovsk Territory from September 2017 to March 2018. The supply of seven officers' houses was suspended due to the expired service life of a group liquefied gas tank plant, from which blue fuel enters the homes of the military. One and a half thousand people were left without gas supply. After completing the installation check, the gas never returned to the apartments.

    The prosecutor's office punished the resource-supplying organization for this - JSC Gazprom Gazoraspredelenie Dalniy Vostok, fining 120 thousand rubles. The managing companies of the Ministry of Defense - OOO Main Department of Housing Fund (OOO GUZHF) and the FSBI Central Housing and Communal Administration (FSBI TsZhKU), which replaced it as a result of the reform, received only reprimands.

    In March, the supervisory authority reported that all gas networks and gas distribution installations were checked, and gas returned to the apartments of all 1.5 thousand residents. But JSC Gazprom Gazoraspredelenie Dalniy Vostok reported in April that the problem has not yet been resolved. And the reason for this is the negligence of the management companies in their duties.

    Despite repeated attempts by the Khabarovsk gas workers to inspect gas equipment of houses of officers in the village of Knyaze-Volkonskoye, representatives of the gas service were able to get into only 51 out of 397 apartments. Appeals to the management company and residents of the settlement to ensure 100% access for gas workers did not bring any results. To organize an internal inspection and testing of the gas installation, as well as inform the tenants about it so that they let the gas workers into the apartments, the management companies, LLC "GUZHF" and the FSBI "TsZhKU", were supposed to.

    Since March 27, our specialists have repeatedly tried to get into the apartments of the military town. To date, we have managed to return gas only to a few entrances of seven officers' houses, which provided 100% access to apartments for conducting necessary work...     The problems of housing and communal services in the military town of the village of Knyaze-Volkonskoye-1 are commonplace.     During the check by the prosecutor's office, the facts given by the residents were confirmed. As a result, an administrative offense case was initiated against OOO GUZHF. In general, in the Khabarovsk Territory, the situation in the communal sphere of military camps is no better. In December last year, against the background of a cold snap to -30 degrees Celsius, heat supply companies limited the supply of heat to the military towns of Transbaikalia. According to local media reports, this was due to the accumulated debt of the military department of more than 270 million rubles.

    The high-rise building is serviced by the Federal State Budgetary Institution "Central Housing and Communal Administration". But during the accident, residents could not get through to the management company asking for help.

    Khabarovsk itself was not spared the problem. Victoria Belykh, one of the residents of the new building on Podgaeva Street, told the Gubernia portal about her: “My husband received a three-room apartment in early December 2017. It would seem, live and rejoice, but not in our case. A month after the housewarming, the electrical wiring "flew", then problems with the plumbing began. In new buildings in the neighborhood, the same difficulties are experienced by the families of military personnel, who, like my husband, received apartments from the military department. "

    At the same time, despite the fact that it was already March, receipts for utilities had not been received since December last year, and the tenants did not know how much money they owed for this service. The delay in receipts was due to a change in the management organization, as it became necessary to revise personal accounts and approve utility charges... Earlier, the housing stock of the military department was serviced by LLC "GUZHF". In November 2017, he was replaced by the TsZhKU FSBI in this position.

    At the moment, a number of military camps have already received invoices with exorbitant amounts for the entire interim period. People will have to pay for them, even if due to accidents or other communal problems they did not have gas, electricity or heating. The only concession made by the new management company is that it can be done in installments.

    At the same time, LLC "GUZHF" and FGBU "TsZhKU" do not recognize each other's activities and debts due to the difference in the forms of ownership of the companies. The first is a limited liability company, the second is a federal state budgetary institution. Although, according to the service "Kartoteka.ru", LLC "GUZHF" established JSC "Oboronstroy", the founder of which, in turn, was the military department, and the founder of the FSBI "TsZhKU" is directly the Ministry of Defense.

    Since 2012, 142.5 thousand servicemen have received service housing through the Russian Ministry of Defense, and taking into account their family members, this is more than half a million people.

    In particular, since the beginning of 2017, 25.5 thousand servicemen have been provided with service housing, which is 85% of the planned indicators for the current year (in total, it is planned to provide 30 thousand by the end of the year).

    In addition, an average of 50 thousand servicemen annually receive monetary compensation for the lease (sublease) of residential premises.

    The activities of the housing authorities are aimed at maintaining such a pace of work, which makes it possible to provide service apartments for at least 600 families of military personnel weekly.

    Office living quarters are provided at the rate of at least 18 sq. m total area for each family member and no later than three months from the date of arrival at a new place military service.

    Since 2010, since the establishment of the Department of Housing of the Ministry of Defense of Russia, the housing authorities have been transferred for settlement 610 residential buildings for 33,327 residential premises, of which in 2017 - 28 residential buildings for 3,331 apartments.

    In addition, by the end of 2017, it is planned to transfer another 46 residential buildings of the housing stock with a total capacity of 8,626 residential premises.

    To provide servicemen and their family members with service housing, the Ministry of Defense uses both newly-built houses and re-settlement in the housing stock of the Ministry of Defense and residential premises of the municipal fund.

    It should be noted that since the beginning of 2017, more than 1,000 servicemen have been provided with office space in Moscow alone, and over 4,000 in the Moscow region.

    The military took another step towards reforming the departmental housing and communal services. From November 1, 2017, the entire housing stock of the Ministry of Defense was transferred to a structure created in April - the Federal State Budgetary Institution "Central Housing and Communal Administration" (TsZHKU).

    In the past, there is not only the previous organization, the General Directorate of the Housing Fund (GUHF), but also its debts to resource supplying companies. At the same time, the new "manager" of military townships - TsZhKU has already managed to accumulate its own multimillion-dollar debts.

    Debts for water, heat and light will forever remain with the GUZHF, who fell victim to military underfunding. And since the new federal state institution "Central Housing and Utilities Administration" of the Ministry of Defense is not its legal successor, everything will start from scratch.

    Back in April of this year, the military department announced that such a reform is designed to increase the efficiency of spending in the field of military housing and communal services - people in uniform have left outsourcing and switched to direct settlements with suppliers. However, after just a couple of months, the opposite became apparent.

    At present, according to the Deputy Minister of Defense of Russia Ruslan Tsalikov, the agency's debt for utilities is about 8 billion rubles. It should be noted that this is only the amount that the security forces recognized as a debt. For example, in St. Petersburg TsZhKU already owes GUP TEK SPb about 40 million rubles for heat.

    In general, in all regions of the country, the exact amount of debt through the Ministry of Defense is unknown. Most likely, it is much more than indicated. As Deputy Prime Minister Dmitry Kozak said earlier, "there will be no money to pay off the debt in full." According to him, this issue will somehow be resolved, but primarily in those regions where there is a risk of disruption of the heating season that has begun. Therefore, the topic of debts is still open.

    In turn, the debt of the Ministry of Defense gave rise to another problem - devastation. Here is a vivid example, cited by a resident of a military hostel in Agalatovo, Vsevolozhsky district of the Leningrad region: “Animal conditions, just bestial. , there are no janitors. All were laid off. There is only one head left in the staff. "

    It is worth noting that at present the fate of this hostel is rather vague: it is not listed in the list of objects for transfer from GUZHF to TsZHKU and may simply remain abandoned. As a result of the disturbances in 2005-2006, the dormitory building became uninhabited according to the documents. Actually, like many houses of other military towns, along with their residents.

    Quite indicative of the current situation are the words of the official representative of the TsZHU Vasily Fatigarov about the future fate of the towns: "Only the Lord God gives guarantees."
