    Replacing the risers of water supply and sewerage in residential buildings is a very urgent issue. Everything has its own service life, and in our time, the accident rate of engineering communications not only causes inconvenience, but also costs a lot, even if you are not to blame. Massive overhaul of worn out housing stock requires exorbitant costs and residents, with the full understanding and assistance of the house's management company (MC), are often forced to pay off for repairs so that they can continue to live in the house. But in addition to financial and technical problems, you first have to solve a lot of organizational issues, what in common parlance is called plugs and troubles. How to be here in order to provide yourself with comfort and well-being for a long time at no extra cost, we will try to explain in this article.

    Note: gas risers and gas supply in general, all of the following does not apply. Only gas services and service companies officially affiliated with them are engaged in their revision, repair and replacement.

    Replacing risers in an apartment building can be especially effective, even if the old ones are still intact and strong. At first, replacing steel with propylene will improve the quality of water supplied to apartments: a noticeable part of iron compounds in the water from the mainline will no longer reach the taps, but will settle in the house sump. Secondly, due to lower pressure losses in plastic pipes Oh the power consumption for pumping to the upper floors will decrease. Let it be known to the readers that the pumping pumps are powered through a separate meter and the payment for it is scattered over the apartments of the pumped floors (see also below). Thirdly, if the house is equipped with house heat metering devices (heat meter), and all heating wiring in it is plastic, then the amounts in the heating network bills will be 10% and even 20% less than in the same one with heating the old fashioned way.     The main thing

    For the correct and effective solution of organizational issues for replacing risers, you need to know exactly some of them technical features and legislative status. The main thing here:

    • Replacing the riser in the apartment by itself will not give any sense, just spend money. If you change the riser, then everything, from the basement to the outlet to the ventilation pipe, top plug, inspection hatch or drainage.
    • Risers are vital elements of the engineering communications system, an accident on which may entail, incl. and human sacrifice.
    • Housing legislation in relation to risers (Art. 36 and Clause 5 of Art. 155 of the RF LC, Art. 290, 292 of the Civil Code of the Russian Federation) is unambiguous: risers are not your property, even if the apartment is privatized. Their owner is the UK (municipal housing office, departmental DEZ, private operator). This, on the one hand, limits the possibilities for you to carry out work on risers within the apartment; on the other hand, it gives quite a lot of freedom of maneuver when replacing the entire riser.
    • Replacing risers is an indispensable part overhaul buildings, and contributions for future overhaul are included in the payment for housing and communal services. If many pensioners, beneficiaries, students, unemployed and others of the same kind live in the houses of this Criminal Code, then there will most likely not be free funds on the account of a completely honest Criminal Code. This is bad, because it is necessary to fold, and good, because it gives you the opportunity to put forward your own conditions.
    • The time interval between overhauls of a residential building is 25 years. According to the results of the revision, its service life can be extended and extended indefinitely (there are ancient temples), but the overhaul interval cannot be increased.
    • Of the Criminal Code not obliged make a planned overhaul and arrange a rout in the house exactly every 25 years. In the same way, the owner of a car is not obliged to change the engine after some kilometers, if it pulls normally and does not overuse fuel or does not eat oil. This, again, gives the tenants considerable freedom of maneuver in resolving organizational issues on work on risers both with the management company and with each other.
    • A stand on which any emergency recovery work (ATS) was carried out during the overhaul period until the next overhaul is considered emergency. Even if the AVR consisted of welding a fistula, through which a drop of water flowed out per day.
    • When determining the accident rate of the riser, the priority over the papers of the Criminal Code and other instances has external signs of the accident: patches, clamps, weld beads, traces of rapping. The age of their limitation does not matter: is 40 years worth it? So much the worse, it was necessary to change in the order of the next overhaul.

    Which is easier, which is more difficult

    It can be added to it that in high-rise buildings there are several water supply risers, both cold and hot water... The reason, firstly, is that the pressure in the main water supply system may simply not be enough to supply it, say, to the 20th floor. And if you raise it, then the water supply system of the house will turn out to be complex, expensive and emergency. Therefore, in high-rise buildings, the floors are divided into groups of 5-9; each group is powered by its own riser with a booster pump. This, by the way, is a favorable circumstance for solving organizational issues on risers by agreement between neighbors, see below.

    Heating

    Unscheduled replacement of heating pipes is the most difficult case. As a rule, there are no problems with neighbors: pipes of heat pipes do not stick to ceilings due to regular temperature deformations, damage to the floor and ceiling when dismantling old ones turns out to be minimal, and the prospect of reducing heating costs or living warmer in winter for the same money (if heat meters not in the house) outweighs the irritation.

    It is much more difficult to understand the formal "troubles". There will be no accidents on the heating system in summer, because it is not filled. In new homes above the budget class, where heating system hermetically sealed and all year round filled with antifreeze, there is no need to change risers. And if the heating pipes burst in the old house, then at least one section of the entrance will unfreeze, which inevitably entails great damage and is fraught with even human lives... Therefore, the heat supply system after overhaul and replacement of risers is pressurized under excess pressure of the coolant. For which, in turn, an expensive and troublesome unscheduled power supply of the system is required. it is technically possible to change heating risers in the order of current operation only not during the heating season. This can only be done by employees of the heating network or an officially affiliated technical service. Consequently, replacement of heating risers is organized in the next. order:

    1. Before the start of the current heating season, an application is submitted to the UK (ZhEK, DEZ) to replace the riser with an indication of the reason;
    2. The Criminal Code on its basis submits an application to the heating network;
    3. During the heating season, a heating network specialist conducts an audit of the declared riser and determines the validity of the application. The desire to reduce heat loss by replacing steel with propylene is a very compelling justification;
    4. Until the end of the current heating season, the heating network and the management company are obliged to develop a technical specification for replacement, a list of requirements for the applicant and his neighbors in the riser (for example, remove by a certain time stretch ceiling) and introduce them to all interested tenants. It is possible that informing the neighbors will be the responsibility of the applicant;
    5. By the same time, if the riser is not emergency, a written (in the form of a signature) consent of the neighbors for replacement must be obtained. This is completely the applicant's worries - there are no known cases of tenants with a subscription list bypassed by the Criminal Code or the heating network;
    6. If everything is completed on time, then at the end of next summer or at the beginning of autumn, before the planned power supply of the system, the riser is replaced. If not, wait and remind tactfully. There is no other way out;
    7. If your application before the start of the heating season next. year was not satisfied, and during it on this riser (not necessarily with you) was at least the slightest technical problem- feel free to sue the heating network together with the Criminal Code. You can count on not only an unscheduled free replacement and full compensation for damage, but also compensation for moral damage.

    There is an important point here: if the heating riser is emergency, then it is not necessary to enlist the consent of all neighbors due to the high importance of heating. In this case, the Criminal Code and / or the heating network have the right to resort to the help of law enforcement agencies without a court decision. And at the moment - an equally important sub-moment: if someone has arbitrarily replaced a piece of steel with plastic in his apartment, the riser becomes emergency, because the insert is not made according to the specifications and it is not known whether it will withstand the next crimping.

    Note: it is forbidden by law to change any risers arbitrarily and cannot be prohibited. These gross pieces of iron clash constitutional rights to life with security and property with home inviolability. But, if as a result of your unauthorizedness an accident happened, then you are already a violator of the same rights of other people and all responsibility for its consequences, civil and, possibly, criminal, will fall on you. And the "rule of 25 years" will not work, it will not be possible to "excuse" the fact that the Criminal Code did not complete the car repair on time.

    You can change heating radiators (batteries) at your own expense and with your own hands outside the heating season after the first stop valve from the riser with permission from the Criminal Code; see below for more details. It is impossible without permission, because there are no shut-off valves on the return line from the battery. Formally, for the same reason, the radiators are part of the riser (also see below), but if the heating flows, defrosting of the system does not threaten the house, so it is still possible. However, if the neighbors are flooded at the same time, all responsibility will fall on you.

    Sewerage

    The next in complexity is the replacement of the sewer riser. First, technically, because sewer risers do not have shut-off valves as such (see below); a water seal (siphon) is not a valve. Secondly, organizationally. To rip out a pipe or a fan crosspiece (tee) from the ceiling, you will have to severely spoil the floor and ceiling of yourself and your neighbors, which both legally and humanly requires compensation. As well as inconveniences: if the neighbors, like you, forgive, suddenly have a stomach bump during work, you will have to urgently run somewhere. By the way, in such a case, the best way out is to rent a dry closet and put it in the common corridor or on the staircase, depending on the layout of the building.

    We will talk more about the technical aspects of replacing the sewer riser, and fig will help to understand what organizational "problems" can be expected here:

    The sewer riser itself is its pipes (1a) and fan tees 1b. The latter cannot be replaced without disturbing the finish of the floors / ceilings and without depriving the neighbors of amenities. In general, cast iron for sewage is good for everyone: it does not corrode, it only grows from the inside with bloom from drains, and has excellent antiacoustic properties. The brittleness of cast iron is important for sufficiently long parts, but for a tee, which is actually walled in the ceiling and mated with light elastic and resilient plastic pipes, it is insignificant.

    Here, such a variant of the organization of work is possible: after removing the upper pipe (see below), the tee is revised. If the old cast-iron fan tee is still intact, without cracks, and strong, its lumen is expanded by treatment with "Mole" or other means for cleaning the sewage system and only the pipes are changed. This is how they go from above to the basement: the transitions from plastic to cast iron can be made quite reliable. In this case, if experienced, skillful and not lazy craftsmen work, each apartment is deprived of the opportunity to use the toilet for a maximum of an hour and a half, and the throughput of the riser will not decrease. True, the upstairs neighbor can significantly bother you or the workers if, during the replacement, he decides to use plumbing fixtures. It is legally impossible to drag him to account for this - it is a vital need.

    The drain from the fan to the toilet 1c also refers to the sewer riser, not only formally, but also technically: it is impossible to replace the riser pipes without removing the toilets with cisterns. Here, in order to get rid of the emergence of sudden and very acute organizational issues during the production of work, you need to come to an agreement with the neighbors in advance, make an audit - whose toilet fixture is corroded, stuck, generally unreliable, and prepare everything you need to fix the toilet bowls properly during the replacement of the riser ... As for the apartment sunbeds 1d with outlets for the bathtub, washbasin, sink, technically this is definitely not a riser (although formally it is), because you can work on the sewerage system in the apartment without disturbing the neighbors at all.

    Water

    The water supply stand is technically distinguished clearly: before the first shut-off valve, pos. 2 and 3 in Fig. However, in modern new buildings of a budgetary level and monolithic boxes for free planning, this clarity is often violated: developers do not put common shut-off valves on the apartment. This is bad in all respects, and most importantly - in terms of accident rate, so the valves must be installed by yourself. Formally, for this you need to declare in the Criminal Code indicating the time of work; permission will be given only upon payment of the downtime of the riser. The amount will be considerable, so it is better to just agree with the neighbors at what time they will agree to be left without water for half an hour or an hour, prepare materials and tools in advance, block the riser in the basement and cut the valves with their own hands.     In high-rise buildings with water pumping to the upper floors, two difficulties are possible here. First, which riser is yours? Communications wiring diagrams in the building of the Criminal Code are obliged to provide residents at the request of municipal technical services, real estate agencies, mortgage lenders. Simply at the request of the tenant - no. Rationale is an admission to vital systems. The second is to block the riser coming from the pumping or turn off the pump at random in no case: pipes may burst from a water hammer, and then you will not get rid of grief. The way out is to find out which uncle Vasya or Petya's guy in the housing office or the service company is engaged in pumping and negotiate with him to disconnect informally. There will be less costs and hassle.

    The second series of organizational questions arises due to the fact that the pipes of the risers stick to the ceilings. This is especially true for steel risers of cold water, because they often sweat during the heating season. As a result, in order to free the pipe, it is necessary to remove the finishing of the floor and ceiling within a radius of 10-20 cm from it. At this point, issues will have to be resolved not with authorities, but with neighbors, see below.

    Common "troubles"

    UK and ZhEK

    There is no single application form for replacing the riser; what exactly to write on a piece of paper will be prompted in the Criminal Code. An important point: an application for replacing a riser in a housing office or another UK is written on behalf of the owner of the apartment or the responsible tenant, if the apartment is communal (municipal). A copy of the certificate of ownership or, for a non-privatized apartment, a certificate of family composition is attached to the application. It tells you who the tenant is in charge, and that's what you need. If a certificate of ownership is copied, it is not required to notarize it. It is enough to copy it, write by hand in the margins “The copy is correct”, put the date, signature, and behind it in parentheses your surname with initials. Writing in 2 copies, as even lawyers sometimes advise, is also not necessary - how is it clear that your test was not written after a year? You need to immediately request a certificate (you can handwritten on a piece of paper) on what date the application was accepted under which incoming number. You must also be told how long the application will be processed and what else is required of you. This is where troubles begin, that is, organizational issues.

    Note: if the riser is emergency, then this must be indicated in the application, but not directly - formally, you are incompetent in this area. It is necessary to write something like - "In such and such places (place) there are damages and traces of such and such work (welding seam, patches, dents / potholes)."

    Are playing for time

    This is usually a manifestation of laziness and slovenliness. There is only one way out - to raise the people, demand, insist, threaten with court, so that it would be easier for them to resolve or do than to endure all this. If the neighbors agree to pay for the replacement of the joint (see below), or the emergency riser, you can really sue. No - it is useless, they will be marked with the absence of the technical need for immediate replacement. The judicial burden, as a rule, does not last for years: the court is obliged, first of all, to propose to resolve the issue amicably, in a pre-trial order. The negligent Criminal Code, having learned that you really intend to sue, most often begins to stir.

    No money

    Most often you can hear something like: “Yes, damn it burnt, we know it ourselves! That's where it sits! But honestly there is no money, the roof is leaking in such and such a house! " Then you need to persuade the neighbors to fork out, which is not easy: after all, after replacing the riser, they will have to spend money on repairs at home. Here, such an option is possible: offer the Criminal Code to conclude a replacement agreement for your (tenants on this riser) account with subsequent compensation from the Criminal Code by deductions from the rent. The Criminal Code will almost certainly agree to this, they need a tick in their reports, and it will become easier to convince neighbors. In the Criminal Code, with the consent of the tenants, you can go for permission if 50% of the apartments + one apartment on this riser agree, i.e. their owners or responsible renters. With permission, secured, but meanly stubborn (but not really poor) it will already be possible to frighten the court.

    Note: if your house belongs to condominiums (a society of co-owners of an apartment building), then you need to look at its charter. Suddenly, in the rent structure there is only the current maintenance of the house without the cost of overhaul (which is legally possible), nothing can be done, the whole world will have to dump to replace the riser.

    Demand the absurd

    It happens that the Criminal Code refuses to give permission to replace the riser and completely at the expense of the residents, demanding a license for the production of welding and / or plumbing works. The claim is ridiculous: both works are not licensed in the Russian Federation and have never been licensed. However, the reason for her is quite real, albeit illegal. This means that either the Criminal Code has its own team and wants to let it earn, or other masters are informally affiliated (connected) with the Criminal Code. In this case, it is better to ask: who would you recommend? There are no more drunkards - there are no more locksmiths in the housing department, except that they have remained somewhere in the very outback. As a rule, UK specialists know not only their work, but also the general condition of the housing stock. If you also agree on the price, then this is only a plus.

    If you only trust yours, then look for a certified specialist. There is not one big difference between a certificate and a license, as they would say in Odessa. Specifically - the work certificate ("crust") of the welder is his certificate. Ask the person with whom you agreed to make a photocopy of him and pin it to the statement before carrying it to the UK. The cunning Criminal Code will immediately understand that it has run into a cunning tenant and will keep silent about the license.

    It also happens that a well-to-do Criminal Code refuses to change risers for free under the pretext that there are debtors in the house. In this case, remind you that mutual guarantee is not provided for by the legislation of the Russian Federation and all civilized countries in general. Let the debtors be dealt with as they want, but their presence does not relieve the Criminal Code from fulfilling its direct duties.

    Neighbors

    It is more difficult to negotiate with neighbors about replacing risers: after all, during the work they will have to endure inconveniences, and after they are finished, make repairs in apartments, albeit small ones. At whose expense, at least, should the repair costs be reimbursed? At the expense of the Criminal Code, it is formally possible only if the tenant after moving in did not change anything at all in the decoration, but in reality it is impossible at all. The technical necessity of replacing vital communications is a lethal argument not in your favor. It remains to be seen whether the initiator of the riser replacement should compensate, i.e. the person who applied for it, the total costs and in what proportion. Different cases are possible here.

    I do not want!

    First, the neighbor changes the riser, but you don't need it. If the riser is not emergency and its planned replacement in the order of overhaul was made on time, send everyone, forgive, where they came from, you are in your right. If the neighbor is rich and is ready to compensate you for the damage, demand what you want, up to the overhaul of your bathroom and kitchen with a complete replacement of plumbing fixtures of your choice. Otherwise, i.e. if the technical need to replace the riser is present, you risk being in the position described below. The most reasonable thing in this case would be to figure out together what is needed so that the repair would cost you, as they say, a little blood. Reimburse the cost of dismantling and reassembling 2-4 slabs plasterboard ceiling and restoration up to 0.25 sq. m of flooring, a sane person will agree, and you will suffer inconvenience in return for an hour and a half.

    Does not want

    Now the opposite case: you intend to replace the riser, and the neighbor will not let you in and does not give access. Again, if the riser was replaced in a timely manner and not emergency, accept: whoever the neighbor is, in this case he is right. But what if the riser really needs to be changed, and the stubborn person does not listen to explanations and does not give in to justified convictions? Threatening subjects with such a way of thinking about the consequences of a possible accident is useless, they only get started more: but put them on a stake, drank with a saw, and all the same I won't let you in and won't listen to anyone.

    Let's arm ourselves with psychology: people of this type are always greedy. Greed and need to beat. There will be an accident or not, but to declare in the Criminal Code and convince them to act as a plaintiff in court is already in your hands. The result of the litigation is unambiguous: in addition to the letter of the law formally spelled out in the codes, there is also its spirit and arbitrage practice... The Criminal Code provides people with vital services; legally, this is a decisive advantage. For a squabbler, losing the case means:

    • Full reimbursement of all legal costs to them.
    • Full payment for disconnecting the riser.
    • Reimbursement to the water utility for the water not supplied to subscribers during the work.
    • Lack of any hope of reimbursing the cost of repairs in the apartment after replacement. That the workers will "grease" him from the heart, he himself will understand.
    • There are good reasons for the rest of the tenants to "hang" their costs on the squabbler, i. E. find himself under an avalanche of individual lawsuits.

    Let this guy really be ready to hang himself for a penny. Having figured out to himself that they will not put pressure on him and impale him, but he will inevitably lose a lot of pennies, he will immediately back down. No - you will have to really sue, but the methods of persuading the bailiffs are different. True, if the Criminal Code refuses to act as a plaintiff and sue on behalf of itself, the process may be delayed. In this case, you need to convince several neighbors to file a class action lawsuit, legally it will be the same as a lawsuit from the Criminal Code.

    A little about the technique

    We will consider the technical aspects of replacing the riser using the example of the sewer one, as the most difficult one. Others change according to the same principle: dismantling the old one from top to bottom, from the top floor to the basement, and installing the new one in the reverse order. Completely, i.e. including household appliances, a cast-iron sewer riser, the trail is disassembled. way (starting from the top floor!):

    1. They cut off the water in the apartment.
    2. Remove the toilet with a flush cistern. If there are other plumbing fixtures in the toilet, they are also removed.
    3. Remove the cover from the plumbing (troughs in the wall, along which the risers pass).
    4. The cast-iron pipe is cut with a grinder as deep as possible, below 20-30 cm from the entrance to the ceiling. There is no need to touch its branch pipe that goes into the ventilation pipe on the roof: it is too difficult, requires a separate permit, and the pipe clearance above the drainage path is free.
    5. The pipe below the notch is tied tightly with a rope, the other end of which is securely fixed above the notch. If this is not done, then in the course of further work, the entire riser can instantly fold up like an accordion and collapse downward, scattering heavy sections of pipes to the sides.
    6. Release (possibly cut) old fastening clamps; there are 1-2 of them on one section.
    7. Steel wedges (wide chisels, chisels) are inserted into the incision and, in turn, carefully knock them out with a sledgehammer until the pipe breaks.
    8. The fractured section is gently rocked until it comes out of the flange of the fan tee, and removed.
    9. Remove the flooring around the fan tee and the ceiling covering around it on the same floor below. If it is not possible to remove from behind (fan close to the wall), remove as much as possible.
    10. Remove the embedment of the fan tee in the interfloor overlap.
    11. The fan tee is insured, as before the pipe, and, carefully, knocking with wedges, is separated from the wall.
    12. Cut the pipe on the floor below, break it, remove the fan.
    13. In this way, dismantle the entire riser to the basement. Swing the last section of the pipe very carefully so as not to break the basement lounger.
    14. The outlet of the basement lounger is raspkanivayutsya, prepare it for the installation of a plastic riser.

    Installation of a riser made of plastic pipes is much easier: a modern sewer riser is assembled on sockets with standard seals without capping. Here, firstly, it is more important right choice pipes, see below. Secondly, the last (uppermost) pipe is cut to size so that it can be tilted slightly, put on a branch pipe sticking out of the ceiling with a bell, fed up, forward, and inserted with its narrow end into the outlet of the fan tee.

    Choice of pipes

    Generally speaking, if the cast-iron riser is not emergency, its joints do not flow and it is possible to clean the gap (as is a separate topic), it is better to leave it. Cast iron is excellent at absorbing sounds. If you still need to change to plastic, then in order to get a quiet sewage system, you need to use noise-absorbing (anti-acoustic) pipes, white with red and green stripes, pos. 1 in fig. The declared sound absorption coefficient is achieved only if the pipes are fastened to the wall with anti-noise clamps, pos. 2. How a plastic anti-noise sewer riser with outlets for devices is arranged is shown in pos. 4; sealing pipes in the walls - polyurethane; common polyurethane foam does not possess antiacoustic properties!

    The best material for internal sewer pipes is PVC. Due to its smoothness, PVC pipes are least susceptible to clogging by solid waste. However, PVC in natural light under the influence of ultraviolet radiation and in soil becomes fragile and leaks over time. Therefore, for a local external sewage system (for example, in a country house or in a private house), you need to use red pipes made of stabilized PVC or polypropylene, pos. 3. Gray sewer PVC pipes (item 5) is a budget option: they do not absorb sounds and do not last long in the ground.

    The best material for water pipes- brazed (more precisely, welded) polypropylene, it is resistant to light and chemicals, and the pressure loss in propylene pipes is less than in steel pipes. Modern metal-plastic pipes and fittings for them (pos. 6) are more reliable than the previous ones, but all the same - this is an option rather for the fastest and least costly delivery of the object. Fittings that never flow until no one has invented yet, and brazed propylene is much more reliable than steel in extraneous chemistry, microbiology and epidemiology. According to these indicators, propylene food stainless steel slightly surpasses propylene, but pipes from it and work with it are several times more expensive.

    Our topic today is the repair and replacement of risers for hot and cold water supply. We will try to answer the most frequently asked questions by residents of apartment buildings regarding areas of responsibility, applied solutions and materials. Let's get started.

    Definitions

    1. What is a water riser in an apartment building?

    This is the name of the vertical section of the pipeline that transports water from the bottling (horizontal wiring in the basement or, less often, in the attic) to the connections in apartments or rooms located one above the other.

    A stand in a house with a height of more than three floors is necessarily supplied with shut-off valves installed at its base, and a relief valve (valve, ball or plug valve, tee with a plug) for complete drainage during repair work.

    1. What is the difference between stands in dead-end and circulating water supply systems?

    To answer this question, we will have to return to the definition of the section of the water supply system of interest to us.

    So, what is a cold water riser or hot water supply with a dead-end water supply? This is a vertical pipe that ends with a water supply in the apartment on the top floor. The water in it comes into motion only when it is disassembled through mixers and other plumbing fixtures.

    What are circulating water risers?

    This is a group of vertical DHW pipelines connected to two outlets (supply and return) and connected by jumpers laid under the ceiling of the upper floor apartment or along the attic floor. One group can combine from 2 to 7 stands.
